Audit and reporting
The Foundation's books are maintained on an accrual basis and examined annually by an independent certified public accounting firm that has no other business relationship with the organization or its directors. The Treasurer presents monthly statements to the Board, and the full Board approves the annual budget and the completed IRS Form 990 before filing.
Public availability of documents
In accordance with federal public-inspection requirements, our IRS determination letter, three most recent Forms 990, audited financial statements, articles of incorporation, and bylaws are available for inspection at the principal office during business hours and by email request at no charge. We do not require the requester to state a reason.
Use of funds and restricted gifts
Unrestricted gifts are allocated by the Board across the four program areas. Restricted gifts — for a named scholarship, a specific equipment item, or an endowed fund — are tracked in separate accounts and applied only to the stated purpose. If a restricted purpose becomes impracticable, we contact the donor in writing before any reallocation.
Compensation and conflicts of interest
No member of the Board of Directors receives compensation of any kind for board service. Staff compensation is reviewed annually against comparable non-profit salary data and approved by directors who have no personal interest in the outcome. Every director, officer, and committee member signs a conflict-of-interest disclosure annually and must recuse themselves from any decision in which they, a family member, or an affiliated business has an interest.
Fundraising practices
We do not employ paid solicitors, commission-based fundraisers, or telemarketing agencies, and we do not purchase, rent, or exchange donor lists. Solicitation materials state our legal name, EIN, and address. Donors may request that we stop contacting them at any time, and the request takes effect immediately.
Privacy Policy
This policy explains how Baroda Medical College Foundation Inc collects, uses, and protects personal information through this website and our offline operations. It is written to comply with applicable United States federal and state privacy law, including the California Consumer Privacy Act as amended, and reflects the principles of the EU General Data Protection Regulation for visitors outside the United States.
Information we collect
We collect only what you give us: name, email address, telephone number, postal address, and the content of messages you submit through our contact, pledge, or newsletter forms. Scholarship applicants additionally submit academic and financial documentation directly to the office, not through this website. Our web server records standard technical log data (IP address, browser type, pages requested) for security and reliability purposes.
How we use information
Personal information is used to respond to your enquiry, process and receipt donations, administer scholarships and grants, send the newsletter you requested, and meet legal, audit, and tax-reporting obligations. We do not use personal information for automated decision-making or profiling, and we do not sell personal information under any definition of "sale" in state privacy law.
Cookies and analytics
This website uses only cookies and local storage strictly necessary for the site to function, including remembering your chosen language. We do not deploy advertising trackers or third-party behavioral advertising pixels. Embedded map content is provided by Google and is subject to Google's own privacy terms when you interact with it.
Sharing and disclosure
We share personal information only with service providers who process it on our behalf under written confidentiality obligations (payment processors, our auditor, our email provider), or where disclosure is required by law, subpoena, or the IRS. We never disclose scholarship applicant details to donors without the applicant's written consent.
Retention and security
Donation and grant records are retained for seven years to satisfy IRS and audit requirements. Contact-form messages are retained for twenty-four months. Records are held on access-controlled systems, transmitted over encrypted connections, and reviewed annually for deletion of anything no longer needed.
Your rights
You may request a copy of the personal information we hold about you, ask us to correct or delete it, opt out of all communications, or ask how it has been shared. We will never discriminate against you for exercising these rights.
Children
This website is not directed to children under thirteen, and we do not knowingly collect their personal information. If you believe a child has submitted information to us, please contact the office and we will delete it.
Donor Privacy & Data Protection Policy
The Foundation adopts the Donor Bill of Rights and applies the following commitments to every contribution, regardless of size.
Our commitments to donors
- We will never sell, rent, trade, or otherwise share donor names, addresses, email addresses, or giving histories with any other organization for any purpose.
- Donor information is accessible only to the Executive Director, the Treasurer, and the independent auditor, each bound by confidentiality obligations.
- Payment card data is never stored on our systems; card transactions are handled entirely by a PCI-DSS compliant processor.
- Donors may give anonymously. Anonymous gifts are recorded in the financial ledger but excluded from all published or spoken donor rolls.
- Donors may request removal from mailings, event invitations, and the donor roll at any time, and the change is applied immediately.
- Every gift is acknowledged in writing within seventy-two hours with the amount, date, our EIN, and a statement of whether any goods or services were provided.
- Donors may request a full accounting of how a restricted gift was applied, including vendor invoices for sponsored equipment.
Refunds and gift adjustments
If a gift was made in error, duplicated, or entered in the wrong amount, contact the office within thirty days and we will refund it in full to the original payment method and issue a corrected acknowledgement. Recurring gifts can be paused, reduced, or cancelled by a single email or telephone call.

Code of ethics
Directors, officers, staff, mentors, and volunteers of the Foundation agree to the following standards, and a signed copy is kept on file for each:
- Act in the charitable interest of the Foundation and its beneficiaries above any personal, family, professional, or political interest.
- Disclose any actual or potential conflict of interest promptly and abstain from the related decision.
- Never solicit or accept gifts, commissions, or favors from vendors, applicants, or grantees.
- Treat applicant, patient, and donor information as strictly confidential, including after leaving the organization.
- Provide services and consider applications without regard to race, color, national origin, religion, sex, gender identity, sexual orientation, disability, age, or immigration status.
- Represent the Foundation's finances, results, and needs accurately, and correct any published error promptly and visibly.
- Report suspected misconduct without fear of retaliation; the Foundation maintains a written whistleblower protection policy.
- Comply with all applicable United States federal, state, and local law, and with the law of any country in which our grants operate.
Reporting a concern
Concerns about the conduct of any person acting for the Foundation may be reported confidentially to the Independent Trustee for Governance & Ethics by writing to delsie-bernardfdag@gmx.com with "Ethics — Confidential" in the subject line, or by post marked "Confidential — Governance Committee" to 10395 Seminole Blvd, Largo, FL 33778, United States. Reports may be made anonymously and are reviewed by directors with no involvement in the matter.
Governing law
These terms are governed by the laws of the State of Florida and the United States of America. If any provision is held unenforceable, the remainder stays in effect.
